OX Fuel Launch Checklist

Step 1: Approval & Agreement

  • ☐ Sub-Franchisee application submitted to Master Franchisee.
  • ☐ Background check & financial verification.
  • ☐ Approval by OX Franchisor.
  • ☐ Sub-Franchise Agreement signed (clearly defines fuel retail rules, compliance, and margin structure).

Step 2: Licensing & Regulatory Clearance

  • ☐ Apply for dealership or supply agreement with approved OX Park distributor (BPCL, HPCL, IOCL, private energy partner).
  • ☐ Obtain mandatory approvals from PESO (Petroleum & Explosives Safety Organization).
  • ☐ Local Fire & Safety NOC obtained.
  • ☐ Pollution Control & local municipal approvals completed.

Step 3: Site Finalization

  • ☐ Land identified (1,000–2,000 sq. ft. minimum, road frontage).
  • ☐ Site survey conducted by Master Franchisee + OX team.
  • ☐ Safety compliance checked (distance from schools, hospitals, residential as per PESO norms).
  • ☐ Lease/ownership documents verified.
  • ☐ Final OX approval for site.

Step 4: Infrastructure Setup

  • ☐ Underground fuel tanks installed (capacity as per dealership norms).

  • ☐ Fuel dispensing units set up (with calibration).

  • ☐ Safety infrastructure:

    • Fire extinguishers & spill kits.
    • Safety cones, barricades.
    • Ventilation & leak detection systems.
  • ☐ Canopy, driveway, and lighting installed.

  • ☐ Branding elements: OX Fuel Point signage, boards, staff uniforms.


Step 5: Equipment & Technology Integration

  • ☐ POS billing integrated with OX Platform.
  • ☐ Payment system activated (UPI, cards, OX Wallet, cash upload).
  • ☐ CCTV & monitoring system installed.
  • ☐ Meter calibration certified.
  • ☐ Daily stock reconciliation system activated.

Step 6: Staff Recruitment & Training

  • ☐ 2–4 pump operators + cashier recruited.

  • ☐ Training completed by OX & Master Franchisee:

    • Fuel handling & safety.
    • Customer service protocols.
    • Billing & digital payment systems.
    • Emergency response drills.
  • ☐ Uniforms issued & grooming standards enforced.


Step 7: Supply Chain Integration

  • ☐ Linked with OX Park-approved distributor.
  • ☐ First trial fuel delivery received & tested for quality.
  • ☐ Stock control system tested with OX platform.

Step 8: Compliance & Audit

  • ☐ PESO compliance verification conducted.
  • ☐ Fire & safety audit completed.
  • ☐ OX compliance audit (branding, tech integration, staff readiness).
  • ☐ Final "Go-Live" approval from OX Franchisor.

Step 9: Marketing & Pre-Launch

  • ☐ OX app listing activated (customers see location & pricing).
  • ☐ Local promotions (banners, WhatsApp campaigns, farmer groups).
  • ☐ Loyalty or cashback offers configured in OX Wallet.
  • ☐ Pre-launch safety drill conducted with staff.

Step 10: Launch Day

  • ☐ Outlet opens with first fuel stock loaded.
  • ☐ OX & Master Franchisee support team present on site.
  • ☐ First customers onboarded with digital payments.
  • ☐ Customer awareness campaign launched (OX Fuel now open).

Step 11: Post-Launch Monitoring

  • ☐ Daily sales & stock auto-synced with OX platform.
  • ☐ Weekly compliance checks by Master Franchisee.
  • ☐ Monthly audit by OX Franchisor (safety, stock, service).
  • ☐ Continuous training refreshers for staff.

With this checklist:

  • Sub-Franchisee follows a stepwise, regulated process.
  • Master Franchisee ensures compliance & safety are never compromised.
  • OX guarantees standardization, brand integrity, and customer trust across all Fuel Points.
